This unit standards are for learners working within a Local Government structure and who have been elected as municipal councillors. The completion of the standards will add value to individuals who are seeking to develop a career pathway in Local Government and Administration. This standards will enable the learner to develop personal leadership competences to enhance community involvement in municipal processes.

The programme is designed against the LGSETA unit standards; 244180, 244185, 244186 and 244183

 

COURSE STRUCTURE

The following Modules are accomplished in this programme:

MODULE: 1 EXERCISE LEADERSHIP IN A COUNCILLOR CONTEXT

• Identifying key leadership principles and competences appropriate to Local Government leadership.
• Applying communication and interpersonal skills in fulfilling Local Government functions.
• Managing and resolving conflicts and problems encountered in Local Government context.
• Establishing a value base to enhance public participation at municipal level.

MODULE: 2 APPLY KEY MUNICIPAL PROCESSES IN A COUNCIL FUNCTION

• Applying Integrated Development Planning in Local Government councillor function.
• Integrating overall principles of performance management in achieving Local Government objectives and identifying key councillor functions.
• Applying the basic principles of budgeting and financial management to Local Government councillor function.
• Integrating Local Economic Development into councillor function.
• Identifying key municipal programmes and integrating them into overall councillor functions.

MODULE: 3 FULFIL THE ROLES AND THE RESPONSIBILITIES OF A COUNCILLOR

• Integrating and coordinating roles and responsibilities of municipal councillors to achieve Local Government objectives.
• Explaining the concept of maximising economic growth and integrating this concept into municipal councillor context.
• Demonstrating an understanding of the concepts of democratising development, empowering and redistributing.
• Applying the code of conduct for municipal councillors.
• Identifying the levels of authority and the scope of delegation relating to municipal councillor's roles and responsibilities.


ADMISSION REQUIREMENTS

• Communication and Mathematical Literacy at NQF level 2 or equivalent.
• Computer Literacy at NQF Level 2 or equivalent.
• Communication and Mathematical Literacy at NQF level 2 or equivalent.
• Computer Literacy at NQF Level 2 or equivalent.
• Unit Standard: Understand the project and project support services environment.
• Learners are required to have some work experience and or leadership knowledge.

 

OPPORTUNITY (CAREER PATH)

At completion of this programme, delegates will be assessed against competence on the unit standards, 244180, 244185, 244186 and 244183 at the end of assessment delegates will be accredited with the LG SETA as constituent assessors and facilitators.
